Request for Proposals: Queensland Marine Turtle Network Coordinator

Background

The Queensland Marine Turtle Network (QMTN) supports community groups, researchers, and organisations undertaking Queensland turtle monitoring and applied research projects to enhance conservation of marine turtles.

Established in 2023, the QMTN developed to respond to interest in strengthening community-led turtle monitoring and conservation.

The QMTN is now seeking a coordinator to support the network’s vision and purpose. 

The coordinator will be the network’s first point of contact for all members (and potential members) and liaison with key management partners. The scope of activities include fundraising, network development and engagement, communications, project management and governance. 

The role aims to improve the engagement of the broader community in the protection of the GBRWHA through enhancing learning, collaboration and support for on-ground community turtle monitoring and protection efforts for the GBRWHA, Queensland and beyond.

GBRF is managing the procurement process and contract for the QMTN Coordinator to help launch implementation for this new network. The coordinator will report to the QMTN Steering Group (Management Committee) who will oversee delivery.


About this opportunity

With over fifty organisations currently undertaking marine turtle conservation and monitoring and conservation activities in Queensland, this is an exciting opportunity for a candidate who is interested in actively shaping and developing this role and network. It is well-suited to someone passionate about enabling conservation outcomes through strengthening diverse partnerships and networks.

The coordinator is expected to be a part-time role, with flexible working arrangements.

A budget of up to $130,000 (GST ex) is available to support the consultancy. The proposal should include the proposed time commitment for the part-time coordinator outlined as a Full Time Equivalent (FTE) OR as fixed costs for project deliverables based on a capped number of days at a defined daily rate.

This is a fixed term contract, to be completed by 15 November, 2025.

This is a merit-based process. Applications will be rated by an Assessment Panel against the following criteria:
• Methodology/ approach (35%)
• Capability and key personnel (35%)
• Commitment to sustainability and social and economic benefits for Reef communities (10%)
• Fee estimate and value for money (20%)

For the activity focused on development of citizen science training and activities, does this mean delivering the identified activities?

This activitiy is focused on coordinating a scoping process with DESI to understand the citizen science landscape and key priority needs, not delivering identified activities.

For the activity focused on developing a QMTN website – What are your current and suspected future needs?

No specifics - Applicants can propose what they anticipate is relevant, provided there is flexibility to grow. In terms of services or structures - one consideration may be ability to manage member newsletters (or propose a separate platform to do this).

What is required for auspicing the QMTN network and governance group to provide policies and insurance for QMTN activities?

QMTN is currently an unincorporated network. The RFP ask is that the entity taking on the role will provide relevant policies and insurances for QMTN activities (which is not on-ground work currently, but may include in person workshops, communications, etc). Feel free to outline what is/is not possible within the scope of the proposal.

What is required for the development of QMTN policies and procedures (where required)?

The QMTN has a Terms of Reference for the Steering Group, as well as a Governance and Operations guide. Given the types of activities proposed in this phase of the project, policies and procedures may include things like WHS policy suitable for QMTN activities, privacy policy, code of conduct.

We see that “travel costs” for these events/meetings cannot be included in our budget and will be arranged separately – does this include accommodation costs?

There is a separate allocated budget that will be available for agreed travel costs including accommodation.

How many hours does the steering committee estimate the role requires?

The time allocation has intentionally been left open for the applicant to propose, as it may be influenced by the applicant's experience and/or proposed delivery approach. Consider outlining your own proposed time allocations to deliver the required activities.

Is there a Customer Relationship Management system (CRM) that is already in use to manage the member network emails or will this need to be sourced and set up?

There is no existing CRM.

Will there be an interview process following a shortlisting of applicants?

Given the nature of the role, shortlisted applicants may be invited to an interview. This will be agreed with the assessment panel.

We understand that there is a request for CVs of max 2 pages as part of the application submission. If we have multiple people on the project team, can we include additional pages?

You can submit a 2 page CV for each person on the project team.
